CIO Council Meeting Minutes
– December 18, 2001 –
A special December meeting was held at the Grimes Building to discuss the directive sent out by the Governor regarding services to managed &/or operated in the IT area.
1. Welcome and Introductions – Leon Schwartz welcomed everyone to the meeting and asked everyone to introduce themselves.
2. ITD Payment Engine – Leon identified Marty Deaton – Commerce, Rich Jacobs – Revenue & Finance, Deb Shafer – DOT, & Jeff Barske – ICN as the CIO representatives for the Internet Payment Engine Standards committee.
3. ITD Directive– Rich Varn started by stating that this meeting was to discuss with the departments on how best to manage the Governor’s directive; not whether or not it would be done.
Ø Changes involve having ITD manage, deliver, & or operate all e-mail services; all servers; all web hosting services; and to fully utilize the Data Warehousing and Storage Area Networks in the state.
Ø Rich said that ITD would be dealing with the commodity side of the IT issues not the Business Rules or Policy Decisions. The ultimate decision on what to change would be based on the needs of the citizens of the State of Iowa, which may not be that of each department’s.
Ø At this time, it is unknown how the change would affect Data Centers and ITD staffing.
Ø Rich’s feelings are that there is a need for more IT staff in order to produce effective E-Government. There may or may not be a need to bring existing IT staff from some agencies into ITD. However, it is not ITD’s intention to remove FTE allowances from the Departments.
Ø ITD has already started working with Cities, Counties, & School Districts to offer these same services to them.
Ø DHS will be the pilot agency to deal with ITD on these changes due to their size, quantity of servers, location, varying types of servers, and their current partnering status with ITD. They thought that the overall status of DHS was very similar to the characteristics of state government as a whole. The pilot will be analyzed and adjusted based on experiences learned and then the process will move on to other agencies.
Ø Debbie O’Leary introduced the 5 project team leaders for these tasks.
Ø They are still in the planning stage and have not yet start any implementations, of which DHS has members on all the teams, due to their pilot status. As additional departments get involved the project team members will change.
Ø All information will be put on the state’s mainframe as it occurs.
Ø The timeframes have not been established, however, the server migration must be first.
Ø ITD will be establishing a Customer Advisory Council to help with this process. They prefer users of the system over technical people on this council.
