Minutes: ITMC Meeting on January 27, 2000

 

The ITMC Meeting was held in the Grimes Building 1st Floor North at 1:00 p.m.

  1. Welcome and Introductions
  1. The meeting was chaired by Leon Schwartz.
  1. Election of ITMC Vice Chair

    a. Marty Deaton of the Department of Commerce was elected ITMC Vice Chair. Thank you Marty.

  2. ITS Update – Rich Varn & ITS Staff

a. Rich apologized for the short time frame given to complete the survey of

technology assessments in state government.

  1. The Governor is proposing $27.2 million in technology projects. Based on priorities identified by the Enterprise Planning Teams, and responsibilities outlined in Executive Order 3, applications were ranked and presented to the Governor for approval. The money still needs to be appropriated by the legislature. With the exception of ICN and IPTV, projects will be managed by ITS.
  1. We expect to have a draft bill soon on the new Information Technology

    Department.

  2. ITS is conducting a Y2K survey via the web so that customers have the opportunity to provide feedback about the process used.
  3. Kip Peters announced a Public Key Infrastructure seminar at the Wallace Building Auditorium on February 23 and 24. The February 24, 2000 ITMC meeting will be held at the Wallace Building so that ITMC members can attend the seminar.

     

  4. The Progress and Freedom Foundation issued a report entitled, "Digital Iowa: How Citizens Assess the Digital Revolution." It is located on their website (http://www.pff.org/) near the bottom of the page under " Recent Publications."
  5. Linda Plazak gave an update on the enterprise data warehouse project. The initiative is moving forward. Criminal and Juvenile Justice Planning (CJJP) has a prototype loaded.
  1. ICN Update- Mike Bacino

  1. The data users group will meet February 16, 2000 at 10:00 a.m. at the Lottery Building.
  2. In December, the ICN formed a billing resolution team. They have resolved their backlog and are currently meeting with agencies on problems.
  1. Government Performance Project- Tom Shepherd
  1. This is a joint project to assess the effectiveness of state governments. The Governor’s office has placed a priority on this. Tom helped coordinate this project last year. He will be in contact with agencies that will need to provide information.
  1. GIS Resource Guide – Ann Peton, GIS Coordinator
  1. The resource guide was developed initially for state agencies to assist them in utilizing GIS and educating themselves.
  2. GIS services available through ITS include: Clearinghouse, Internet map serving application, CD Rom, Project Development Management and training.
  3. Ann will be holding focus group meetings to gather input. Please let Ann know if you’re interested (281-5140).
  1. Other Issues
  1. IDOP announced that all IT Specialists 1-5 will go up 2 pay grades,

    effective January 1, 2001.

  2. IDOP and ITS are building a new tool to determine what agencies

    are looking for when they hire IT personnel. It should help determine who is/isn’t qualified for a particular job.

  3. Leon would like to work on the overall structure of the ITMC, step back

    and look at the charter. He also talked about the need for a more clear

    communication network and moving to electronic delivery of messages.

  4. Leon suggested that each agency might want to appoint a Chief Information Officer and a Chief Technology Officer. These designations could help facilitate communication.
  5. A final thank you was extended to everyone who had invested his or her time on the Y2K preparations.
